Instagram shows profile pictures as a small circle. The full-size image exists and is public, including on private accounts. Put in a handle and you get it.

Public accounts and private ones both work. Paste the @handle or the profile URL.

Why this works on private accounts too

Because the profile picture was never private. Instagram keeps the picture, the username, the bio and the follower counts public on every account, and hides only the posts, stories and follower lists. So the picture of a private account is not a leak, it is the part that account chose to keep visible. Everything else stays shut, and this page explains exactly where the line is.

Before you reuse someone's picture

Being able to see an image is not permission to publish it. A profile picture is someone's photograph, and using it on a page, a product or a fake account is the kind of thing that gets accounts removed and, occasionally, worse. Looking is fine. Passing it off as yours is not.

What resolution do I get?

Whatever the account uploaded, which is usually 320 or 640 pixels square. If the original was small, no tool can invent detail that was never there.

Does the person find out?

No. Nothing is sent to them, and profile views are not reported by Instagram.

Can I get the picture of a deleted account?

No. When the account goes, so does the image.
